Lottery Applications and Winners
Vermont annually holds two lotteries-one for Moose permits and Antlerless permits. Each year the number of permits offered in the lottery vary depending on the biological conditions of the herds.

Bid Receipt Deadline: Complete bids must be received by the Fish & Wildlife Department's Waterbury office by 4:30 p.m. Tuesday, August 4, 2009 to be entered into the auction.

Description of the Moose Auction Program

The Department will auction five moose hunting permits to applicants who submit the highest bids through a written bid process. The permits are only valid during the regular moose hunting season. An applicant must submit the permit bid form supplied by the Fish and Wildlife Department, properly completed to include all requested information. Each person awarded a permit must pay the bid amount and permit fee by August 20, 2009. If the permit winner wants to hunt with a subpermittee, this person must also be designated by August 20, 2009. A person may apply in both the general drawing and in the auction but can receive only one permit. If a successful bidder receives a permit in the public chance drawing, the person is no longer eligible in the auction and the bidding fee and bid amount submitted by that person will be refunded. If you are a successful bidder, you may pick any WMU open to Moose hunting. All other provisions of the moose hunting laws and regulations apply to individuals hunting with moose auction permits. All funds from the sale of these permits, will be deposited in a non-lapsing fund to be used to fund conservation education programs in Vermont.

Moose Hunting Information


Season Dates: October 17 through October 23, 2009 (either sex) or October 24 through November 2, 2009 (antlerless, and only in D2, E1 and E2).

Area Open to Hunting: Wildlife Management Units - See map.

B, C, D1, D2, E1, E2, G, H1, H2, I, J1, J2, L, M, O, P, Q

Who May Hunt: Only holders of a valid moose hunting permit and their subpermittees may hunt moose.

Other Restrictions: The bag limit is one moose per permit holder.

How to Submit a Moose Permit Bid


General Instructions: Bids must be submitted on the standard bid form supplied by the Fish and Wildlife Department Licensing Office and in the manner prescribed. To request a bid packet, please call 802-241-3695. A person may submit more than one bid but may only receive one moose hunting permit. For any person submitting more than one bid, the highest bid submitted will be the official bid. Only complete bid forms, containing all requested information, will be accepted.

Bidding Deadline: Bids must be received at the Vermont Department of Fish and Wildlife, 103 South Main St., 10 South, Waterbury VT 05671-0501 no later than 4:30 PM (Eastern Time) on August 4, 2009. Facsimiles are not accepted. Official bid forms must be submitted by U.S. Mail, courier, or in person.

Fees: There is no bid fee.

Bid Amount: The bid amount is the total amount bid for a 2009 moose permit. The amount does not include the resident ($100) or the non-resident ($350) moose permit fee, and does not include the hunting license fee of $20.00 (resident) or $90.00 (nonresident).

Bid Handling: When received at Vermont Department of Fish and Wildlife, the mail-back envelope will be opened and the bid envelope removed. If the bid envelope is correctly completed on the outside and sealed, the bid envelope will be stored unopened in a secure location. Incomplete or inaccurate bid envelope information will be corrected by phone or returned to the bidder if time allows.

Bid Opening: Bids will be opened on August 5, 2009. Permits will be awarded to individuals that submit the five highest bids. Individuals submitting the next five highest bids will be considered alternates and will be eligible, in order of decending bid value, to receive a permit if higher-ranked bidders decline or default.

Notification: Successful bidders will be announced on August 5, 2009 and contacted by email, U.S. mail or telephone. Unsuccessful bidders will not be contacted.

If Selected: Each successful bidder will be given 15 days to send in the bid payment and permit fee, the type of permit they want(either sex or antlerless), the WMU they will hunt in, and their subpermittee(if any). If payment is not received in the Vermont Department of Fish and Wildlife Waterbury office by 4:30 PM (Eastern Time) on August 20, 2009, the next highest unsuccessful bidder will be notified and offered the permit. If a successful bidder applies and is selected in the public drawing, the person will be refunded his/her bid amount and permit fee and the next highest unsuccessful bidder will be offered the permit. The successful moose auction bidders will be required to follow all hunting regulations.

The 5 winning bids in 2008 were: $5,582 - $5,500 - $4,750 - $4,371 - $2,225.
